I have plans to switch out my single stick for a twin stick (There will be other questions about that swap.)

I noticed my current PTO turns with the wheels turning but there is no PTO function at idle with the engine running a neutral.

Is this a feature, incorrect shifting/set up or something amiss?

I believe that is how it is supposed to work. The pto is driven off the transfer case so you need input to the transfer case for it to function. If you want stationary pto function the transfer case is put in neutral with the transmission in gear.

Ok so speed would be set by engine rpm and main gear

Put the transfer in neutral for stationary use of the PTO/winch function, as applied through any transmission gear.

If you put the transfer in gear, the PTO will still operate, but the vehicle will move at the same time.

Yes. Also forward or reverse rotation.

    Yep, that worked
As a bonus, I no longer need fiber in my diet. I can just put that PTO in gear and sit for a few minutes in the Jeep. (It seems I may need to balance the driveshaft or something LOL )
