Anyone know who makes the best disc brake upgrade kit for the 1974 Jeep cj 5, and do you have to convert to power brake unit, and if yes do you have to change the brake pedal too?

Contact Richard at 503-557-8911. He has several options from complete kits to just the brackets depending on what parts you want to source yourself. He has the heavier duty 1/2 ton kits and sells a 1/4 ton kit that works well and the rotors slip on the outside of the hub. He offers rear disc brake conversions as well. He’s been doing them for well over thirty years.

I second Nick, love my R&P front and rear disc on my 75. I don't see much need for going power. Opinions vary on this but manual disc's are much easier on the knee than my 74 with manual drums. That and I struggle to justify the bulk of a booster.

You'll want a later model cj master cylinder with front disc's, and the lines swap to the other side of the master cylinder.

I forgot to mention that Richard is in Oregon City, OR, just south of Portland so being in Olympia you are fairly local to each other.
