Clutch And Brake Pedal Assembly. Which Holes?

    I have a 1973 cj5 I cut in half and stretched to 72-75 length. I've added a cj6 fiberglass tub.

I transferred over my old firewall portions for driver and passenger. And it has easied the issue of mounting things for the most part.

I am trying to mount the pedal assembly and notice there are 2 sets of holes on the assembly to mount it to the firewall. Can anyone tell me what set of holes I need to be using? The lower set or the one a inch higher? Here's a pic of a 72-75 pedal assembly. (I think mine... is at the farm and cant get a pic)

Notice the 2 sets of holes on the firewall side.
    Thank you in advance.

The lower set, these are also used to mount the master cylinder.
