I am pretty sure I am overthinking things, but when you drill a hole (other than for a ground) through a painted part (where my fuel filler is going, for example), do you guys touch up the rim of the hole before inserting a fastener, switch, etc? I am in dry California, so it probably wouldn't be a problem either way, but what is the best practice for this?
    Thanks.

Sometimes yes, sometimes no. Not usually for things on the dash, usually for things that are going to get wet.

I always do, but it's probably overkill.

Sometimes I use a paint stick or sharpie on an oversize or exposed hole.
Typically no, everything is grounded through the body, motor, or frame and the hardware should keep it sealed. I do try to draw a line from fastener to the surface so I can notice loose bolts at a glance.

Now if I were in NY it would get paint.

I usually do when I remember too. It will rust especially with the fastener. The enclosed area in the hole with the fastener is a low oxygen environment and will corrode faster than if it was open to the air.

I use the wife's fingernail polish to touch up drilled holes. It is relatively inexpensive, dries fairly quickly and comes with the brush attached to the cap.

I put some dielectric grease in the hole if I don't put a dab of paint on it
