Do the lights stay bright when you hit the starter? Do you hear the solinoid clicking?

You seem to be saying that with a test meter in the strat position you see no vlotage at the solinoid, if so is there voltage present there when not trying to start?

My first guess is a poor/dirty connection to the battery.

Take it out of gear. Put on parking brake. Pull the coil wire. Get ready for sparks. Take jumper cable from the positive side of the battery and tap it to the starter lug from the solenoid. If it turns over, its the switch, the solenoid or a wire. Careful, its a lot of amps and make sure the hydrogen gas is vented to your battery don't explode.

Whats your voltage at the battery? If it's 12.5 at rest you should get at least some sparks. Make sure the ground strap is attached and good.

If its good voltage its probably the starter. Pull it. Test it.

The positive cable from the battery to the starter should have 12V all the time. If it doesn't have 12V at the starter you probably have a bad connection at the battery or solenoid or the cable is bad. The small wire on the solenoid from the key switch will only have power when the key is in the start position. Also make sure your ground from the battery is good.

Battery needs to be charged or replaced.

Can you try swapping it with a battery you know is good?

Label wires, pull starter. Its like 2 bolts. Its just a big DC motor with a contactor solinoid on top. Play with it.. Your battery might be dead though. 11.3 isn't terrible, but it could have some plates shorted out with the lead oxide internally that will kill your amps. Take both to your FLAPS and see how it goes

So had the wife spin over the motor while I had the meter on the battery, it went down to 3 volts so I think it's safe to say the battery is pooched
