    I am re-attaching my steering box. When I took it off, I found these "Internal-External Combination Lock Washers" attached to the bolts. Does anyone know how many are supposed to be there and which side of the bolt (bolt head or nut) they need to be on? My concern is that those washers dig into the metal of the frame to provide the ground for the horn -- or I could be wrong on that. I've looked and cannot find an answer.

    The horn is grounded by the horn button in your steering wheel, i.e. the horn switch is on the negative side of the circuit.

    This is true. The Sparton needs to be grounded for the indicator light to work. It does not need a ground for the signals to work though. On the advise of Walt Couch, I ran an extra ground wire in the Sparton harness when I rebuilt mine. This eliminates the need to scrape paint for a good ground: Old Red Maintenance Thread
