Although looking at that link, it is suggested that the long shoe goes in front.... The leading shoe should be the short one, with the long one on the back.... IMO....

    sigh......

As I know it, the Jeep 9" brakes without self adjusters get the long shoe forward. This is because the long shoe gets "driven" into the drum by the short shoe through the wheel cylinder. Also, the pin is at the bottom, giving the long shoe something to anchor on driving it harder into the drum.

In most everything else is short forward because the long shoe gets "driven" by the short shoe through the self adjuster. The pin is at the top, and the long shoe is driven against the pin, so long shoe back.

In summary, pin at bottom=long shoe forward, pin at top=long shoe back.

There's a lot of confusion with this topic, this is just what I have reasoned out after talking with others with more experience than myself. Not saying that it's absolute certainty, but I haven't been convinced differently yet.
