What is best to use on a old frame
    To stop rust
    Por-15?
    Or zinc oxide?
    Or other options??
I have the body off now

Have it sandblasted first to clean off any rust, then use a quality primer like a red oxide. Por15 only results in more rust in my experience. -Donny

If you have the body off - I agree - sandblast it. Then you can use a good paint of your choice. Its much better to use regular paint if your like most of us and these things are never 'finished' or always 'need just ... more' :D

I like POR15, it's worked well for me when I've applied it properly & top coated.

I've used POR15 for years. Aside from it being hard to get off your skin, it works well.
Had a few spots that lifted up, but they weren't prepped right, or had oil on them.
    Fixed easily.
Last time I sandblasted a frame, I used 2 part Epoxy from Sherwin Williams and top coated it with black frame paint. Still looks great, but I had the 2 part epoxy left over from a job. It's not cheap.
I've used Zero Rust, Silver Bullet, and POR 15. POR 15 is my favorite.
Wire brushed the frame, de-greased it, used the Metal Ready, washed it down, blew it dry, and painted on the POR 15 with a brush. Keep lacquer thinner handy for what gets on your skin and wear long sleeves. Follow the directions and it works as advertised.
Wear long sleeves and a head covering.
If you get the POR 15 on your skin clean it off IMMEDIATELY, if it dries, you will be peeling it off your skin for a month.
On the 64, 2 coats of POR 15 still looks great 15 years sitting in the shop waiting for the body to be put back on. It's a little hard to judge the top coat time, but they sell a tie coat primer if it had hardened and you want to top coat it.

It's good stuff.. the only real down sides are being patient to let it cure fully and trying to get it back off metal once it's on.. I've found that a heavy wire wheel and lots of heat works best..

I had heard of Hammerite but always thought it was just a hammered look finish. It gets great reviews and is probably on par with POR 15.

Just looked and saw a site that said the manufacturer was discontinuing the entire line of products.
Probably causes cancer in some state.

Does hair growing out of and on my nose and ears count? I suppose if I go bald ,I could use my ear hair for a comb-over. :)
