Engine Fan Not Centered On Radiator

Installing a 22" radiator on my 69 CJ5 V6 and I noticed that the fan is well below the center of the radiator.
I can't believe that the engine is too low and the Radiator only mounts in one place.
This photo shows a straight end on the bottom of the shell without the radiator and it's closer to the fan hub than the tip of the blade.
Is this normal?

 

Normal. Remember the 134 came first and had provisions for a hand crank off the front of the engine and the radiator cannot go any lower due to the steering bracket.

Your shroud should have an offset.

 

That's how my '71 looks.
The fan shroud accounts for that difference and helps ALLOT with low-speed cooling.

 

As others, you need the shroud. You can fabricate one that works better than the open bottom stock version. Just make it solid where it is up against the cross member. This is how offset the one in my 3B is:

 

Must be fairly normal for this on most jeeps. My 74, 304 v-8 is the same as yours. but a little less. My fan is only about 3-4 inches lower than the bottom of the radiator.

 

Here's how the shroud ended up on my '71 with a Buick 350 bolted into the stock motor mounts. It's actually got less offset than stock because I trimmed down the front crossframe so I could fit in a taller radiator:
