F-134 fuel/vacum pump @11psi???

    I put a Solex carb and a new Fuel/vacum ( vacum wiper system) pump on my 1960 cj5. The fuel pump is blasting out 11 psi and pressure regulators won't change the pressure, it runs well until it idles, then it floods. What am I missing?
