Brake Drum Conversion Complete BUT

This weekend I swapped out the original brake drums on my M101 CDN trailer for drums that have 5 bolts on a 5.5 inch bolt circle. The only problem I had was this big wet Golden Retiever nose checking everything I did. I went to adjust the brakes aas per the Canadian Forces manual for the trailer and notice that with the brake shoes adjusted all the way in thay already are dragging on the drums. Any comments?

By the way anyone interested in the take off parts (drums, wheels, lug screws and tires)?
