Can I remove this bit of the emission control system?

    All the other bits are gone, PO removed them. It connects to the carb and into the valve cover, but nothing else.

    I'd like to remove it and plug the holes. Can I without any ill effects?

    no that's the PCV valve . but the other valve was for smog . in picture .that one can go

    If all the rest of it is removed, yes. Make sure to plug any vacuum leaks you create by removing it.
