I recently noticed that my evaporator can isn't hooked up to anything. It looks at though the previous owner plugged the two outlets on the gas tank that go to the evaporator. Should I be worried about this? Does the tank need these two outlets to vent?

The tank has to be vented. The PO must have substituted a vented cap. Vehicles with vapor recovery systems come from the factory with sealed filler caps. If you use a sealed cap, then the vapor recovery system must function. The vapor recovery system is a bit safer than a vented system because there are no fumes vented, the system includes an anti-rollover valve that shuts off the fuel if the Jeep is turned upside down, and there's no possibility of fuel coming out the fill cap if the Jeep is at an extreme attitude.

Are you located in California? A '73 should be smog exempt in all 50 states now. it's up to you whether you want to go back to a vap system. A diagram of all the hoses is shown in the TSM. You'll need a source of mild vacuum - on a '73 that used to be at the entrance to the air cleaner snorkel, from the venturi effect of the incoming air. If you have an open element air cleaner, you'll need to figure something else out - maybe a vacuum tap into the air horn?
