Remove your shifter boot. See if that (or the floor) might be interfering with the shifter’s throw.

Get rid of that big grenade/knob. The smaller original knob will touch the toolbox to go into 4WD low.

It's a Dana 20 with a centered rear axle. Both the rear axle and the transfer case were changed.

I'd tidy up those brake lines.

yup, I saw those brake lines when I was under there......does that shift linkage look correct? That rear end is definitely some kind of locker....oh, and those spring packs ride like a buckboard ;-) Thanks, Dave

Is there any chance its a D20 with a U or reverse J shift pattern - i am thinking some Jeepsters came with that?

    Nope, that's a CJ shifter, ca 1972-1973.

You have not shown us the linkage. The picture shows the handle, not the linkage. Stuff on the other side is for the clutch - nothing to do with the transfer case. The linkage is underneath the floor, connected to the handle.

The big knob may be keeping the handle from going far enough back, or you may not be trying hard enough to move the handle back. The handle goes waaaaay back, till the knob hits the floor. That big grenade/knob is definitely in the way of complete handle action.
