Jeep needs carb cleaner to start.

My jeep runs great but will not start. My Rochester 2 barrel needs a shot of carb cleaner down it. I have two cans of starting fluid that won't even do it. It has to be carb cleaner. Is this obviously the carb? Or will I rebuild the carb and find out it was something else Could it be the mixture? The dwell is about 30 or 32. I just filed the points. I try starting it with the choke open and close. And it will usually start when its warmed up.
