'75 CJ5 Emissions Help

    After owning the Jeep for 9 years, I failed inspection for the first time due to lack of emissions equipment. I have not removed anything but the previous owner must have. I have always been exempt (no emissions and then less then 5K a year) so this has never come up before. I honestly thought the Jeep was too old for emissions stuff but it turns out a '75 with a 258 should have a cat, egr, etc. Can anyone help me find out what I need? Diagrams or pics of under your hood would be a big help! Or if anyone has a good shop manual they can suggest. Other then a cat and an EGR I have no idea what I should have in there, especially as far as smog pumps or canisters. I'm really in a jam. Any help would be great!

    What's your location?

    The best manual is the 1975 Jeep factory service manual, available here and other places http://thejeep.com/shop/TECH+MANUAL....html?osCsid=b3e14016bb272c6351c049aa1af3d3e1

    There used to be a copy online somewhere, but I have not been able to find it lately.

    Here are the requirements according to the factory manual.

    If your Jeep was delivered with a 304, you need a catalytic converter. Otherwise, you don't. You need EGR if the Jeep was delivered in California or was delivered with a 304. If there are items on here that you do not understand, I can explain.

    I'm in PA, near Pittsburgh. There was no record in the state emissions system for my CJ when my mechanic entered my info and I purchased it in PA with a 258, so I'm going to go "assume" those conditions. But based on the chart, I should only need a gas tank vent system?

    Are you asking how to read the chart? If PA requires all the factory systems, you need everything with a dot in the appropriate column.

    There are 49-states (nationwide) and CA vehicles. You need to find out where the vehicle was delivered to determine the factory equipment.

    I think you need to find out what the state requires you to have...then argue from that point. If they told you that you failed, they should be able to tell you at what point you will NOT fail.

    I see what you mean. What I meant was that based on the chart, I should be ok without a cat or egr if it was delivered in PA with a 258. There was no record of my vehicle in the emissions system database when my mechanic entered my numbers so I am hoping "assuming" the delivery status will be good enough. I hope.

    There is definitally a chance it had a 304 originally. When I bought it, it had a '78 258 in it with a '73 ignition system. The tranny is a T-15 though, and the fuel lines were on the driver side, both pointing to a 304. I have a regular Frankensteins Monster here! So, I hope I can run with what is in there now as far as engine.

    I was reading online after reading your post to see what the other stuff required. I'm going to need to piece together the TCS. I don't know where the switch on the tranny will go but I can see places to tap into the engine. Another problem will be that I no longer have the original air cleaner, which had the TAC valve in it. I now have an open air Webber air filter. I honestly don't know what to do there.

    The inspection was fine up until he punched in my info in the emissions computer. There was no record of my CJ in the system, which makes sense because it has never had to pass an emissions test before. Because of the year it only has to pass a gas cap test and a visual inspection of emissions equipment. The first thing he looked for was the cat, the second was the egr. It didn't get any further then that. When I explained I didn't think I needed them, he called his parts supplier and they listed a cat for a '75 CJ5 with a 258 and manual trans. So, I didn't really have a leg to stand on. He was cool though and I think if I have the manual along or something to show it wasn't OE that he will select n/a for it in the system.

    Your VIN should tell you if it was a 304 or not.

    There was a recent EGR thread that might help you out...if you need to get one...probably within the last 2 weeks.

    I would think that the state needs specific inspection criteria for the year. It almost sounds as if the guy wasn't sure if one was needed or not.

    I have heard of people using older vin tags and titles to get around any testing. If anyone were to question it, these things do have a history with rust. so somebody must have put a newer tub on my old Jeep.

    Now I'm getting concerned. Mine is a 73 CJ5 that I'm getting ready to register and inspect after a lengthy build. I never did have it registered and it didn't look to have been on the road for quite a few years. It has a 304 and has EGR, CTS, TAC air cleaner and tank vent intact. I am missing the charcoal filter and air pump, though. I could install a charcoal canister without hassle but there's no way I'm installing an air pump. Hope I don't get nailed or I'll have to register with classic plates!

    I'm also in W. PA and this state has been getting tougher in recent years.

    Hey MDSchadler, if you need to "try out" a TAC air cleaner for a few days let me know. I might like some deposit to ensure its return but you'd be welcome to fit it up for a short while.

    Thanks Chilly. I don't know if I can fit up an enclosed air cleaner to my webber but I will see if I can figure something out. I don't know how close you are but it would be a big help if I could just see your set-up for the TCS if that would be ok with you. I'm in 15636. Apparently there is a vacuum valve in the engine on a coolant passage that limits vacuum to the distributer and connects to the carb, distributer, and some kind of switch in the trans. I can't find any docs or pics that show a transmission switch.

    I also need to get a charcoal canister. I have a Chiltons manual and looked at a picture of an "early CJ" tank vent system and it shows a 3 port charcoal can. One port is "purge" and the other two go to the air cleaner and the line from the roll over valve. I don't know if you will need a pump.

    Post your VIN to see if your Jeep is actually a 1975 model and if it came with a 304.

    To me, it looks like you are exempt from inspection only if you own a 1974 or older car. You could also register your car as an antique, or have proof of less than 5000 miles per year.

    If you are going to retrofit the smog devices, you really need the factory manual I linked above.

    mdschandler, I'm one exit north of the I-80 interchange just off of I-79. Is that too far for you? Do you have a schematic of the TCS system? If so I can take some pictures of the location of the various elements so you don't need to drive up. It's pretty simple.

    So far as charcoal canister goes, I see no reason a metal coffee can painted black with some fittings in the top should not suffice. Fill it with aquarium charcoal if your concience compells you.

    Some canisters, maybe all, are available aftermarket. You can use the later style canister with 4 taps if you change the connections a little. The later canisters purge using ported vacuum, and you can cap the bowl vent connection, to make the later style canister work. Line from the tank, line to teh PCV, line to ported vacuum. The 4-tap canisters are only about $30 new.

    My VIN is J5F83AH059025. That number is only found on my dash sticker and my old tub nameplate (currently in the glove box) because I've changed the tub and frame. There really isn't too much left that is original. I've often wondered how many parts can you change and have it still be the same CJ...

    I have been staying under the radar with the under 5k rule ever since emissions came around. The funny thing is that PA inspection code does not require my odometer to work anymore but they base the exemption on mileage. All along though I thought it was ok and would prefer to make it right if possible. Maybe I wont smell so much like exhaust after driving it!

    Chilly, pics would be great, if you don't mind! I'm going to order the TSM today so I can try and match up everything. I think the generic ash can might be the way to go for me, only because they will be looking at my emissions stuff specifically to make sure I have it.

    If it's registered under that VIN number, it's considered a 304 Jeep. The letter H in the VIN indicates 304. That, plus the state of origin (CA or 49 state) is all the registry will consider.

    I may have found a cheaper and easier solution. I found a '70 project for sale. I'm thinking I could pick it up for the title and maybe a few parts, then part out the rest cheap. Would the frame and body be similar? I know the '70 should have a v-6, dana 18, dana 27, and a two piece 44 but I am not sure if the frame and body mounts would be the same. The '70 also has the filler under the drivers seat I think. I'm wondering how many parts would be combatable? I'm thinking I may even be able to just swap in my drivetrain and leafs, depending on what parts he has. Anyone know what the differences may be?

    Body is basically the same, frame is different. Wheelbase changed from 81" to 84" in 1972. The front clip of the '70 is 5" shorter than the front clip of the '75. Not sure what you have in mind, but the options that come to my mind are either impractical or illegal.

    The rear tank was a mid-year change in 1970. Some '70s have the rear tank, some under the driver's seat.

    If your obstacles are not overwhelming, I'd suggest you add the emissions devices you need to register the Jeep.

    My thoughts were to essentially take over his project and finish the '70 with parts from my '75. Basically part out my '75 to myself and utilize the stonger drivetrain parts and the newer engine. Then cheaply part out the original '70 drivetrain. I've often wondered how many parts you can change before you cross the line... sounds like this may be too much? I currently have quite the Frankensteins Monster: '89 engine, '75 D44, D20 and T-15, '78 D30 with discs, '73 frame, glass body with late model winshield, etc. I didn't think it would be illegal, I just thought putting these parts into a '70 chassis might be doable and I would end up with essentially the same Jeep but with some newer parts (new body, redone frame, etc) and an emissions free title. Bad idea?

    The emissions equipment would not be overwhelming and chances are I will still go that direction. I was browsing for CJ5 parts to see if I could find an airpump and found this project and the gears started turning...
