What handling characteristics would you like to improve? All jeeps with the D18 t-case used a offset differential in it's rear axle. Most front axles are offset one way or the other to give the driveshaft clearance around the engine.

If everything in the steering and suspension is good then it should handle well. It is a short wheelbase jeep so it won't handle like a 6000lb station wagon.

I wouldn't use ram assist for a DD and depending on your state it may not even be legal to drive on the street that way. Standard saginaw will help with some of it but if the ross steering is in good shape you can drive on the interstate, I would worry more about brakes than anything.

Don't get sucked into all the hype on sites like pirate. These Jeeps in stock form are a very good platform if all sytems are in good shape. Obviously things such as brakes can be upgraded quite easily. If you want to go 80 mph on the interstate all day, then a newer Wrangler will fit your bill better.

the biggest thing in the jeep it feels like it going to tip over so i thought doing a set of wider axles would help in that dept also i plan on doin the chainsaw steering the hydro assist isnt a full hydro it just a assist so i thought it would be good the only that stinks is the d18 uses a offset rear axle so finding a rear axle thats wider and offset will probably be tricky any ideas ?

I've never heard Saginaw referred to as chainsaw steering. Is there a story or relation?

saginaw is great, but lots of things can make the jeep squirrely. Worn or sloppy spring bushings, loose tie rod ends, slop in the ross steering box, front end out of alignment, even air pressure can make one a little squirrely.
